In it, he describes the repeal of DADT as:

...He's also repealed the "Don't Ask, Don't Tell"...

But from what I can recall (and I went back to find my sources) DADT was effectively dead until Harry Reid was able to get it as a stand-alone bill.

How did Reid do it? Advocates for gay equality hammered Reid relentlessly throughout this process, erupting in anger each time he refused to state definitively that a DADT vote would happen or refused to clarify precisely when such a vote would happen. Advocates worried that Reid was going to let the session pass without a DADT vote at the behest of the White House, which was prioritizing New START above all else.

In the end, through a series of fateful events — from Harry Reid pulling the government spending bill, clearing the schedule, to Senators Lieberman and Collins creating a stand-alone bill — “don’t ask, don’t tell” passed. In addition to fate and timing, it was because DADT repeal took on a life of it’s own thanks to activists’ relentless pressure, disrupting the president’s events, protesting Congressional leaders. It’s not a coincidence that other promises made by the president, where there was much less pressure from the left early on, didn’t pan out.

My advice for the people running the Presidential debates this year: have audio recordings of what Mitt Romney said standing by, and play them when you ask him about these things. Otherwise he's just going to say he never said it. And he might say it anyway! Wouldn't that be fun!
