The international sanctions against Syria make it illegal to ship anything (engage in commerce) to them - if the company owning that vessel had continued, they would have been in violation of International Maritime law and the Hull and (most likely) the Cargo insurance would be cancelled on EVERY vessel they operate.

It would be unlikely that other Marine Insurance companies would agree to insure the company since that were caught knowingly violating international law, and without insurance, no legit customer is going to hire that company to carry cargo and without carrying cargo, they can't make money.
