With a major national election just seven weeks away, senators would have to be out of their minds to reject a jobs bill for U.S. military veterans, right?
Veterans won't be getting a new, billion-dollar jobs program, not from this Senate. Republicans on Wednesday afternoon blocked a vote on the Veterans Job Corps Bill after Jeff Sessions of Alabama raised a point of order -- he said the bill violated a cap on spending agreed to by Congress last year.
The bill's sponsor, Patty Murray of Washington, said that shouldn't matter, since the bill's cost was fully offset by new revenues. She said Mr. Sessions and his party colleagues had been furiously generating excuses to oppose the bill, and were now exploiting a technicality to deny thousands of veterans a shot at getting hired as police officers, firefighters and parks workers, among other things.
The bill needed 60 votes to advance. The final tally was 58 to 40, and all 40 opponents of the proposal were Republicans.
As proposals go, this should have been a no-brainer. The Veterans Job Corps Act of 2012, sponsored by Sen. Patty Murray (D-Wash.), sought to lower unemployment among military veterans, giving grants to federal, state, and local agencies, which in turn would hire veterans -- giving priority to those who served on or after 9/11 -- to work as first-responders and in conservation jobs at national parks.
The bill was fully paid for, and entirely bipartisan -- Sen. Richard Burr (R-N.C.) had his own set of ideas for the bill, and Murray incorporated all of them into her legislation.
And yet, all but five Senate Republicans voted to kill it anyway, 48 days before a national election. Even Burr sided with his party to defeat the bill, and it was filled with his provisions.
A New York Times editorial added the other day, "It makes sense for the 99 percent of Americans to find new ways to pay their debt to the 1 percent who serve in uniform. To most people, Senator Murray's bill would seem like one decent way to do that. But not if you're one of those Republicans in Washington who thinks it's more important in an election year to deny Democrats a success or accomplishment of any kind."

Military personnel, as we can clearly see, truly feel "entitled" and place repeated demands on our government to provide food, shelter, even clothing--including really useless stuff like helmets and kevlar vests.
These military moochers get to vacation in wonderlands like Iraq and sunny Afghanistan (not one of Romney's favorite spots, but), and still demand that the government provide non-essentials such as transportation and bottled water.
And then these military malingerers have the audacity to ask the government to provide--get this--WEAPONS. Talk about not taking personal responsibility for your own life. The gall of THOSE PEOPLE not providing their own weapons in a combat zone.
When asked why US military personnel return for 3, 4, 5, and sometimes 6 deployments into that combat zone, Romney responded, "they keep going back so they won't get taxed on their combat pay. They have no shame. I mean, everybody should WANT to pay taxes."
Romney continued, "THOSE PEOPLE feel so entitled that even after they're killed in action, they still want stuff. I mean, they die and expect the government to ship their corpses home and pay for funerals. They don't understand how America works. No ability or desire to develop a sense of personal responsibility."
Notice that when Romney spoke at that fund raiser, he referred to the 47% as THOSE PEOPLE.
And Ann--yeah, you remember Ann, pointing her finger at and glaring into the TV camera yelling YOU PEOPLE. You know who YOU PEOPLE ARE. That's us folks who Ann Romney believes are more disgusting than the dirt on the soles of her shoes.
Yeah, Mitt--you forgot to mention the troops in your convention speech. Now we know why--they're just part of that 47% who just keep taking from the government. Mitt always talks about the military as in the Military/Industrial Comples. He never talks about the troops, never considers those who serve and those who have served. Members of our Armed Forces pay low or no taxes, owing to their meager income or combat status. Therefore, they're not American. They're parasites.

Pretzelogic, I agree with the disappointment over this vote. So sad. The Republicans gained control of the House and a few more seats in the Senate in 2010 because they ran on a program of job creation. What we got was an obstructionist Congress and severely rights-constricting state legislatures. Hopefully we voters will fix this in November. However, I would point out that Illinois' Mark Kirk suffered a debilitating stroke last January and has been in rehab ever since. That is the reason for his not voting. I would have liked to see how Kirk would have voted since his claim to fame is that he is a champion of our troops and vets. I have the feeling, though, that he would have voted Nay since he has never in the past broken GOP ranks. His term lasts until 2016. I don't believe he will ever resign since that would give Dem Gov Pat Quinn the opportunity to appoint a replacement. While I wish Sen Kirk a complete recovery, I'd like to see a time limit of a year set for his resignation decision. Citizens of Illinois deserve to have BOTH their Senate votes exercised.

Filibusters and clotures nearly doubled from any previous record highs. Hard to get things done when the legislation is so effectively carpet-bombed.

Republicans are betting they will get the vet votes even if the bill is filibustered because they presume most vets are very conservative and see Obama as not American. That may be true for older vets, but I don't think it will hold for the younger vets who are more numerous. They see Obama has worked to get more mental health counselors and increase vet benefits. These younger vets also see Michelle Obama and Dr. Jill Biden working for vets and their families. I expect to see a backlash against the Republicans.
I'm an older vet and I hope Obama kicks Romney's entitled patrician ass! My Dad's an even older vet. I won't repeat what HE thinks of Mr. Romney since there may be women and children present!

Well, If Reid doesn't have a reason now to kill the filibuster on the first day of the new Congress, there's no reason that will ever work.
I think there's a way to change Senate rules without 67 votes but I don't know it. Is there?
on the first day the majority party may enact rues as they see fit and this includes changing the rules on the fillibuster. Such changes only require a simple majority-51 votes.
Reid has already stated that he made a mistake not changing those rules on the first day of the current congress in January 2011. Given the opportunity, he will not make that mistake again.
That's why it is important to keep at least 50 seats (assuming Biden tiebreaker).
Although it would be comical if the GOP gets 51 seats and kills the fillibuster itself in order to be able to push through legislation for Obama to veto.

If Republicans kill the filibuster, they cannot go back when the Dems control the Senate. Assume Obama wins and the Congress is controlled by the Republicans. They won't have enough votes to override a veto and Obama will continue to make recess appointments. In 2 years, more Republicans than Dems in the Senate will be up for reelection. Republicans are not going to kill the filibuster if they face the prospect of losing control after two years. Second, Obama gets to whip a Republican Congress for two years for failing to do its job or passing radical legislation.
Mike in Michigan; A republican Senate is NOT an option we can live with.. They would then be able to kill the affordable care act via reconciliation, which is only a simple majority vote and cannot be filibustered. Killing ACA would devastate millions of Americans and that is NOT acceptable..

having just seen the "Death and the Civil War" documentary on PBS, this quote echoes even louder for me. Romney has no respect for people who have served or how are serving now. He only thinks about how much defense contractors make and how he can squeeze more out of those who are already paid too poorly for what they do.
The people who serve are in the 47% - too poor to go to college or unsure how to get a job or hell, just patriotic, so they join the armed forces.

So sad. Let us send you to fight a questionable war to "protect" democracy, but don't expect us to honor you in any way. I'm the daughter of a man who served in three wars to protect democracy. I KNOW what service means to our vets and to be so disrespected over "politics" is disgusting. SHAME, SHAME, SHAME on every one of the 40!!!

They will no doubt say that it is all about reducing the size of government, avoiding a "tax and spend" slippery slope. They don't care about creating jobs, taking care of veterans, or anyone else for that matter. The only care about smaller government. Which in their mind is what is killing the economy, all evidence to the contrary be damned. If it can be seen as any increased government spending they will be against it. It doesn't matter if it's paid for, it has to be a cut or budget neutral to pass. Tax cuts for the rich are another perfect example. They aren't about the economy, incentives to "job creators" or even tax "fairness". It is just means to pinch the federal budget to force further belt tightening. That is their only goal.
the problem is that they do not care about a smaller government at ALL. They're all for larger government if it's to restrict the rights of people they do not agree with. They do not care about "further belt tightening" either, not with their insistance of saddlign the military with projects it does not want.
they do want smaller government - they want many smaller governments, enough to inject one into every woman's uterus (probably based on the mrap - to be iud proof). and some more for shoes - to make sure women don't wear any. and those electric dog collar things to keep women in the kitchen.

Now what the jury (and shhit-for-brains troll) should do is take a look at the graph in the 2nd link above in those links exposing GOP fiscal irresponsibility and try to imagine a pencil thin enough to put that extra debt in that graph. And so, what we have here on the debt complaint from those GOP Senators that have just recently become aware and concerned about the debt they caused is just a stream of transparent crocodile tears.
So, the GOP hasn't been concerned about the massive amounts of debt they've been responsible for in the past, nor are they concerned about the massive amounts of additional debt a Romney-Ryan Administration would add to the current debt, and nobody is stupid enough to believe they're worried about the debt that would be added because of a $1 billion dollar veteran jobs bill. Ahhh yes, our impotent and quickly diminished little man shhit-for-brains troll had just finished his flimsy summation to the jury consisting of a) a tacky point of order that was easily addressed and remedied, and b) appeals to Hitler so common to those who have drank the Tea.
I had begun my summation and, due to Little Man Syndrome shhit-for-brains troll decided he needed to repeat his flimsy summation to the jury. It was as lame the 2nd time as it was the first. Essentially shhit-for-brains troll has no defense for his treasonous and grasping client.

If the GOTea can shrug its shoulders at trillions of added debt, then why should we believe it gives on whit over $1 billion, whether or not it's paid for, partially paid for, or not paid for at all. They wouldn't. They don't care about debt. So we know that the excuse is a lie. Plain and simple. A lie to hide the fact the GOTea is simply interested in denying Democrats and the President a long-stated goal. Fiscal responsibility concerns under these circumstances simply doesn't comport with the GOTea's consistent behavior of a complete lack of fiscal responsibility.

- What Happened: In order for Republicans to agree to raise the debt ceiling they demanded cuts in spending for items in the federal budget they are ideologically opposed to, cuts they could not achieve in the way they are supposed to be obtained – through the legislative approach. So it was a hostage-taking situation where Republicans held the credit of the United States hostage to cuts they could not achieve democratically.

- What Happened: Republicans have, unlike in previous recoveries from recession, failed to maintain government at historical levels or historical growth levels. Republican obstruction at funding the public sector is costing 0.9 to 1.3 percentage points in employment. The political scientist Barbara Sinclair has done the math. In the 1960s, she finds, "extended-debate-related problems" -- threatened or actual filibusters -- affected only 8 percent of major legislation. By the 1980s, that had risen to 27 percent. But Tom Tarantino, from the non profit group Iraq and Afghanistan Veterans of America had a different take. He says the group has about 200,000 members, vets who he says should be watching this issue.
Tarantino said the bill was revenue neutral and he's unclear why republicans blocked its passage. "I think veterans who are paying attention should pay attention to who voted to kill this bill, You know vets don't care about obscure Washington procedural tricks, they don't care about campaign or partisan politics. They care that the Senate has their backs. We went to war and fought for our country and our Senators should be there to take care of us," he said.

And they want us to believe the vote against the veterans bill is nothing more than fiscal responsibility or adhering to easily amended technical rules when their consistent behavior has been to deny the opposite party any of its legislative wishes. GOP exposed again as hypocrites and only caring about party and political advantage in Exhibit B.
D) Concern only about party and political advantage did not stop when it came to helping the nation recover from the economic damage GOTea ideas and policies caused. Shown in Exhibit D. We see the GOP cared only about politics and not about the country it has nearly destroyed. It didn't stop at attempting to crush the recovery.

So in the case of the veterans jobs bill it is not plausible – simply unbelievable – that a concern for fiscal responsibility is a reason for their action. And it has been shown that the GOP has not acted with the nation's interest in mind since the beginning of the Obama Administration. In fact, it has, in every area acted to deny the President any political "victories" regardless of whether those particular policies were to the benefit of the country. So we can conclude the GOP would no hesitate to act this way towards veterans if it would deny the President legislation that he has long wanted.
Concern only about party and political advantage simply didn't stop at denying a jobs bill for veterans. The GOP simply didn't care about the country and the citizens it is supposed to represent. When put up against their desire to deny a political victory to a political opponent, veterans meant nothing to the GOP. Nothing whatsoever. It simply didn't matter that these are the people who fight the nation's wars. It's beyond sad. It's disgusting.

The Senate is a unique legislative institution, designed to guarantee that the minority party – and the large block of Americans it represents – has a voice. Traditionally, this body functions well when the majority party works to find consensus with the minority party on the process and substance of legislation. Consultation and compromise with the minority party historically has been the rule, not the exception it has become in recent years.
Senator Robert Byrd understood the importance of allowing for a full debate and amendment process in order to preserve the Senate as a unique institution in our democracy – “the one place in the whole government where the minority is guaranteed a public airing of its views.” The Senate, he taught, “was intended to be a forum for open and free debate and for the protection of political minorities.” Indeed, “as long as the Senate retains the power to amend and the power of unlimited debate, the liberties of the people will remain secure.”
Allowing the minority to debate and amend legislation has given way to the Democrats’ election-year political strategy of blaming Republicans as obstructionists. Majority Leader Reid has done this by preventing Republicans from amending pending legislation, ending debate before it starts, and by-passing the committee process.
Democrats Have Blocked Input on Legislation
Majority Leader Reid has made a habit of squelching the voice of the minority by curtailing its ability to amend legislation. The Majority Leader is always the first to be recognized on the Senate floor. He can use that power to offer a series of Democratic amendments to pending legislation in a way that prevents Republicans from offering any of their ideas. This is called “filling the tree.”
Majority Leader Reid once insisted that the practice “runs against the basic nature of the Senate.” By the way the Senate operates today, however, it is clear that he has abandoned that assessment.
According to the Congressional Research Service (CRS), Majority Leader Reid has employed this tactic a record 59 times. He has used it to block minority input into legislation 50 percent more often than the past five Majority Leaders combined. The minority’s only option under these circumstances is to oppose ending debate on legislation (known as “invoking cloture”) in order to convince the majority to allow it to offer amendments to the legislation and thereby represent the interests of their constituents.
Democrats Have Shut Down Debate Before It Even Starts
In the Senate, the majority can end debate on any matter by a procedure known as cloture. Majority Leader Reid has indicated his lack of interest in deliberation by moving frequently to shut down debate the very day measures are first raised on the Senate floor. According to CRS, Majority Leader Reid has done this 99 times, not counting same-day cloture filings on motions to proceed. Of these, 82 were during the 110th and 111th Congresses. In comparison, during the two preceding Congresses Majority Leader Frist employed this tactic 30 times.
The False Narrative of Republican Filibusters
Republicans have been accused of abusing the filibuster to thwart Democratic legislation. This claim is based on the incorrect equation of filibusters with the number of cloture petitions filed or the number of cloture votes taken. In short, a cloture petition does not a filibuster make. A filibuster, however, happens when an attempt to end debate fails. Successfully ending debate is the opposite of a filibuster.
It only takes a quick glance at the count of cloture votes, however, to realize that Republicans are not obstructing with the filibuster. In fact, the percentage of cloture petitions withdrawn or vitiated has increased to 43 percent this Congress.
This is significantly higher than the average for the previous four decades, and the highest for any Congress in 25 years. Additionally, the percentage of cloture votes passing – that is, invoking cloture – is also rising. The 53 percent success rate for passing cloture votes in the 112th Congress is the highest in the last 40 years. These figure show that any increased incidence in cloture filings is due to the Majority’s impulsiveness—its preference for filing cloture first and asking the Minority to work with it later—rather than an unwillingness of Senate Republicans to work with Senate Democrats.
Democrats Short-circuit the Committee Process to Block Debate
In the Senate, legislation generally is referred first to a committee of Senators with specialized experience in the matter at hand. The committee process typically involves hearings and legislative “markups” where a small group of Senators can discuss proposed legislation in detail and consider a wide range of amendments. This process can allow for significant minority party participation. However, the current majority has completely eliminated the committee process for important matters. According to CRS, Majority Leader Reid has bypassed the committee process 50 percent more than his predecessor during a comparable period of time.
Democrats Change the Rules and Ignore Precedent to Shut Out Republicans
Last fall, Majority Leader Reid went so far as to change the rules of the Senate in order to empower himself to shut out Republicans entirely from the legislative process. He did so by using the so-called nuclear option to change Senate procedures with a simple majority vote, despite his commitment earlier in the year not to use this tactic. Specifically, during consideration of the China currency bill last October, the Majority Leader filled the amendment tree in order to prevent Republicans from offering any amendments before cloture was invoked. Once cloture was invoked, Republicans tried to exercise their rights under the Senate’s rules to express themselves by offering motions to suspend those rules—motions that the Senate Parliamentarian ruled were proper. The majority simply changed Senate rules by establishing a new precedent that any such motions offered post-cloture would now be out of order. As a result, the Majority Leader was able to squelch completely the voice of the minority on issues of importance to its constituents.
The Majority Leader again ignored recent precedent earlier this year when President Obama recess appointed nominees to executive branch positions, despite the fact the Senate was in pro-forma session to prevent such appointments. In 2007, the Majority Leader pioneered the practice of keeping the Senate in session on a pro forma basis to prevent President Bush from making recess appointments. At the time, Majority Leader Reid insisted these pro forma sessions were necessary “to block the President from doing an end run around the Senate and the Constitution with his controversial nominations.” By switching positions once President Obama was in the White House, Majority Leader Reid unfortunately chose to ignore Republican concerns and to disregard the Senate’s constitutional role in the nominations process.
When Allowed, Republican Input Improves the Process and Legislation
When Democrats have chosen to stifle debate and block the amendments, legislation goes nowhere. When they agree to a reasonable amendment process, however, the record of accomplishment shows that Republicans can help clear a path forward. For example, just this week, Majority Leader expressed his pleasure with Republican cooperation in moving forward with the FDA legislation. He shouldn’t have been surprised – when he consults with Republicans and allows them to participate in the legislative process, there have been several legislative accomplishments this session alone. When Democrats agreed to allow amendments on the Export-Import Bank bill, the Senate was able to complete this important legislation. This year alone, Republican cooperation has led to passage of:
• Export Import Bank Reauthorization;
• Trade Adjustment Assistance;
• Patent Reform;
• FAA Reauthorization;
• Highway Bill
A Hyper-Partisan Senate is Not a Serious One
Rather than create hyper-partisan conditions by impulsively filing cloture on measures, bypassing the committee process, and blocking Republicans from offering amendments, Majority Leader Reid should work with Republicans. The record is clear: simply allowing the minority to participate in the process leads to consensus and accomplishment. This should remain the rule, not the exception.

The Senate is a unique legislative institution, designed to guarantee that the minority party – and the large block of Americans it represents – has a voice. Traditionally, this body functions well when the majority party works to find consensus with the minority party on the process and substance of legislation. Consultation and compromise with the minority party historically has been the rule, not the exception it has become in recent years.
Senator Robert Byrd understood the importance of allowing for a full debate and amendment process in order to preserve the Senate as a unique institution in our democracy – “the one place in the whole government where the minority is guaranteed a public airing of its views.” The Senate, he taught, “was intended to be a forum for open and free debate and for the protection of political minorities.” Indeed, “as long as the Senate retains the power to amend and the power of unlimited debate, the liberties of the people will remain secure.”
Allowing the minority to debate and amend legislation has given way to the Democrats’ election-year political strategy of blaming Republicans as obstructionists. Majority Leader Reid has done this by preventing Republicans from amending pending legislation, ending debate before it starts, and by-passing the committee process.
Democrats Have Blocked Input on Legislation
Majority Leader Reid has made a habit of squelching the voice of the minority by curtailing its ability to amend legislation. The Majority Leader is always the first to be recognized on the Senate floor. He can use that power to offer a series of Democratic amendments to pending legislation in a way that prevents Republicans from offering any of their ideas. This is called “filling the tree.”
Majority Leader Reid once insisted that the practice “runs against the basic nature of the Senate.” By the way the Senate operates today, however, it is clear that he has abandoned that assessment.
According to the Congressional Research Service (CRS), Majority Leader Reid has employed this tactic a record 59 times. He has used it to block minority input into legislation 50 percent more often than the past five Majority Leaders combined. The minority’s only option under these circumstances is to oppose ending debate on legislation (known as “invoking cloture”) in order to convince the majority to allow it to offer amendments to the legislation and thereby represent the interests of their constituents.
Democrats Have Shut Down Debate Before It Even Starts
In the Senate, the majority can end debate on any matter by a procedure known as cloture. Majority Leader Reid has indicated his lack of interest in deliberation by moving frequently to shut down debate the very day measures are first raised on the Senate floor. According to CRS, Majority Leader Reid has done this 99 times, not counting same-day cloture filings on motions to proceed. Of these, 82 were during the 110th and 111th Congresses. In comparison, during the two preceding Congresses Majority Leader Frist employed this tactic 30 times.
The False Narrative of Republican Filibusters
Republicans have been accused of abusing the filibuster to thwart Democratic legislation. This claim is based on the incorrect equation of filibusters with the number of cloture petitions filed or the number of cloture votes taken. In short, a cloture petition does not a filibuster make. A filibuster, however, happens when an attempt to end debate fails. Successfully ending debate is the opposite of a filibuster.
It only takes a quick glance at the count of cloture votes, however, to realize that Republicans are not obstructing with the filibuster. In fact, the percentage of cloture petitions withdrawn or vitiated has increased to 43 percent this Congress.
This is significantly higher than the average for the previous four decades, and the highest for any Congress in 25 years. Additionally, the percentage of cloture votes passing – that is, invoking cloture – is also rising. The 53 percent success rate for passing cloture votes in the 112th Congress is the highest in the last 40 years. These figure show that any increased incidence in cloture filings is due to the Majority’s impulsiveness—its preference for filing cloture first and asking the Minority to work with it later—rather than an unwillingness of Senate Republicans to work with Senate Democrats.
Democrats Short-circuit the Committee Process to Block Debate
In the Senate, legislation generally is referred first to a committee of Senators with specialized experience in the matter at hand. The committee process typically involves hearings and legislative “markups” where a small group of Senators can discuss proposed legislation in detail and consider a wide range of amendments. This process can allow for significant minority party participation. However, the current majority has completely eliminated the committee process for important matters. According to CRS, Majority Leader Reid has bypassed the committee process 50 percent more than his predecessor during a comparable period of time.
Democrats Change the Rules and Ignore Precedent to Shut Out Republicans
Last fall, Majority Leader Reid went so far as to change the rules of the Senate in order to empower himself to shut out Republicans entirely from the legislative process. He did so by using the so-called nuclear option to change Senate procedures with a simple majority vote, despite his commitment earlier in the year not to use this tactic. Specifically, during consideration of the China currency bill last October, the Majority Leader filled the amendment tree in order to prevent Republicans from offering any amendments before cloture was invoked. Once cloture was invoked, Republicans tried to exercise their rights under the Senate’s rules to express themselves by offering motions to suspend those rules—motions that the Senate Parliamentarian ruled were proper. The majority simply changed Senate rules by establishing a new precedent that any such motions offered post-cloture would now be out of order. As a result, the Majority Leader was able to squelch completely the voice of the minority on issues of importance to its constituents.
The Majority Leader again ignored recent precedent earlier this year when President Obama recess appointed nominees to executive branch positions, despite the fact the Senate was in pro-forma session to prevent such appointments. In 2007, the Majority Leader pioneered the practice of keeping the Senate in session on a pro forma basis to prevent President Bush from making recess appointments. At the time, Majority Leader Reid insisted these pro forma sessions were necessary “to block the President from doing an end run around the Senate and the Constitution with his controversial nominations.” By switching positions once President Obama was in the White House, Majority Leader Reid unfortunately chose to ignore Republican concerns and to disregard the Senate’s constitutional role in the nominations process.
When Allowed, Republican Input Improves the Process and Legislation
When Democrats have chosen to stifle debate and block the amendments, legislation goes nowhere. When they agree to a reasonable amendment process, however, the record of accomplishment shows that Republicans can help clear a path forward. For example, just this week, Majority Leader expressed his pleasure with Republican cooperation in moving forward with the FDA legislation. He shouldn’t have been surprised – when he consults with Republicans and allows them to participate in the legislative process, there have been several legislative accomplishments this session alone. When Democrats agreed to allow amendments on the Export-Import Bank bill, the Senate was able to complete this important legislation. This year alone, Republican cooperation has led to passage of:
• Export Import Bank Reauthorization;
• Trade Adjustment Assistance;
• Patent Reform;
• FAA Reauthorization;
• Highway Bill
A Hyper-Partisan Senate is Not a Serious One
Rather than create hyper-partisan conditions by impulsively filing cloture on measures, bypassing the committee process, and blocking Republicans from offering amendments, Majority Leader Reid should work with Republicans. The record is clear: simply allowing the minority to participate in the process leads to consensus and accomplishment. This should remain the rule, not the exception.
