What does needing "plans to train new candidates" to not say STUPID stuff say about the intellectual capacity (in other words COMMON SENSE!) of those candidates.

Yes, because abstinence only programs work SO well. Good lord. Some people really don't get it, do they?
I've spent years of my life trying to teach abstinence, birth control and anything else I thought might keep a teenager from getting pregnant. IT DOESN'T WORK!

Abstinence education worked so well the last time it was emphasized -- right?
How about parents be parents? What a concept! And that not only goes for this topic, it goes for everything. A lot of money is just dumped into crap that maybe families should be helping each other ecucate each other on. Not have someone else hold their hand and tell them what to do, eat, etc...
Regarding the "journalism" of the Higgs story
For injecting drama, a nice effort. But in pedagogical terms, it was awful. Very disappointing article.
Five hundred million dollar for abstinece only is a stunning waste of taxpayer money.
