Our new challenge in political metaphors come straight out of Puget Sound (h/t Sarah Goodyear.) Hit the comments with your interpretations, please.
For the previous edition, "Bailey the beagle plays dead," I'm going with this from @icowrich: "My guess would be that it is a metaphor for the GOP pretending they can't reach a consensus on budget cuts and/or new revenues, thus 'proving' that government doesn't work." (@microgeek, you get an honorable mention and you probably deserve more.)

Sequester, not a factor. Boo Yah!
It's the tea-baggers struggling mightily to "gain a foothold" but still haven't figured out what they're doing......The ones hanging out on the end are the hold-over GOP that have been there long enough to do NOTHING!! Thanks for the laughs...

Either...Republicans doing tasks on their own, not in this together...not made for helping others (as shown by limitations in their body structure) get a flipper up...or
Senate Democrats struggling to get nominees confirmed (Hagel, Brennen, Halligan, etc.), bills allowed to come up for a vote out of committees or on the floor (VAWA, ), and after numerous efforts, some thwarted, some successful, accomplishing the task finally.
Sealing the deal for a sequestered approach to the slippery slope.

A few GOP leaders (McConnell, Boehner) sit stock-still, afraid to shift even slightly lest they lose their precarious seats, while rising "stars" (Paul, Cruz, Ryan) fight for increasingly reckless positions, threatening to upend the entire surfboard...er...party.
It seems to be a metaphor for the struggling but tenacious US economy that manages to get a precarious toe-hold on growth while the GOP does nothing to help even a little harm (micro tussle @2:15 is the sequester)
Just trying to get to a flat spot in life.
It's a contant struggle for the Republicans to get (it) up.

Don't you fret none. I'm just happy to partake in the reindeer games. Besides, "honorable" imparts a level of responsibility that I am not willing to accept at this time. I will settle for, "Nice try, twerp. Better luck next time."
I am not sure I see a metaphor with this one as much as I see characters in a good, old-fashioned, slap-stick comedy unfolding. The two seals on the end of the board are Speaker Boehner and Sen. McConnell, kicking back and watching the world as we know it sink into the great Sea-quester. Oh, to have that surfboard--what a life saver to have a government job secure enough not to be cut during sequestration as our fearless GOP leaders do.
The little guy who keeps getting up on the board is President Obama. Failure after failure plague his attempts to reach across the aisle and socialize with the cool kids. Despite swimming upstream, he keeps trying, as he knows those on the surfboard are lucky to be there and hopes to lift us all up. Slickie von Slickerston is Vice President Biden. Always the little helper, he wants to get in on the action, but finds himself with water in the face again and again. Despite his perceived gaffs, he ends the show as he should--standing tall with his head held high, albeit ever so bluntly, in your face.

Republicans, not realizing they cannot function outside their limited sphere, find they are doomed to futile, sometimes comical, behavior.
Republicans trying to claw their way onto a viable 21st century platform on guns, immigration, and women's rights against the opposition of their slippery base of NRA / Tea Party / religious right supporters.
Nanananananananana! Whip Out the GOP filabusters!

Despite rising sea levels GOP can't get a grip on climate change.
Plus @2:15 where ever multiple republicans gather there is bound to be some "primary" conflict especially amongst those who have gotten a grip and achieved some high ground out in the real world.
Or maybe that's out in the Seal world.
